Swindling Money

We have recently been in an official inspection tour to southern districts of Tamilnadu. Where ever we go we were received cordially and allowed to perform our duty amicably within the frame work of our duty and with in the laid down jurisdiction of our team. However it was found that official files spoke something and in ground reality there was a striking contrast between files and real work. When we were on the banks of the one of channels which was supposedly executed by the department, it was noticed the channel abruptly ended in a culvert and a women living near by was telling that there was no work done beyond that culvert. But in file it is seen that nearly 9.2 crores were spent on the work. Interestingly when the head of office was contacted [who has recently been opted for VRS] he told that there was no irregularities but the money was swindled to a tune of INR six crores by just executing desilting work, here and there, using JCB for few hours daily and for three weeks for the entire stretch of say nearly 74 km linking more than 48 water bodies. However the actual amount incurred was INR 65 laks only for a contract of 9.136 crores. Local politician swindle nearly two crores of rupees. This is the situation.
