Weather Modification

My friend Mr. Bharathi, [in Chennai, Tamilnadu, India]one day told me that small weather modification can help get rid of the fury of nature. He talked about installing of color filters on the top of the building to filter the Direct Sun light.  This will enable the building getting less heat during the peak summer. He had tried setting up of green house filters over his house spreading an area of 2400 sq.ft and the home is less hotter during summer.  Further the electric consumption of his home is also reduced. He ushered that if mega size filters, at appropriate height, are installed then that will give protection from scorching Sun daily. The heat produced over the filters can be converted to heat water and to generate electricity. His idea is to minimise the in coming solar radiation [insolation]falling on the ground.
